hide avatars based on user setting?

We're trying to figure out how to hide avatars based on a setting in the user's profile.  Can somebody help us out?

We're setting up a forum and occasionally people pick some interesting avatars.  occasionally they are not exactly safe for our modern work environment and it can take a while for the mods to help out.  So if there was a way individual users could indicate that they don't want avatars rendered that would rock.  The global setting doesnt really work because not all of our members are in such environments and they actually seem to like that stuff.

As it happens we suck at Perl and PHP so we need help.  Could somebody lend a hand or point us in the right direction?

TIA
