unable to change id ordisplay name

just installed 2.3 along with opacity template,
but no users or admins can change id or diplay name
or anything else in profile ,returns a fault as follows

unable to open public_html/yabb/variables/attachments.txt have checked file permissions backed up site reinstalled without opacity but still the same am i missing something simple any help would be appreciated
o by the way opacity wow amazeing   Embarrassed Cry

Did you run the Maintenance functions in the Admin Center, especially the attachments rebuild ?
  Did you set attachment configurations in Admin Center ?
