Yep it was made for a boardmod crew which wanted to take a look over the mods which are submitted to the people which adds them to the database. It was planned to fix bugs and maybe take out codes which causes security risks before they are added to the mod database. But it never started.

Actually it was started and you can get some code of what has been done so far too (there is a project for it on sourceforge.net). But nobody is developing on it at the moment. I'll focus on it when I'm done with BoardMod3.
